                                                     Cologne, 9th of March 2008

Dear CEFE friend,

You all should have been informed by email about the sudden decease of Rainer Kolshorn, creator of CEFE and Director of CEFE International, on Jan. 6, 2008.

Let me thank you all for the overwhelming response and sympathy that so many of you have shown during the past weeks. It proves your ongoing interest in CEFE and your deep appreciation for what Rainer has contributed to our world by his magnificent work.

With the help of friends, I am actually negotiating the future status and terms of management of CEFE International with GTZ – and it looks very promising. CEFE International will be back with a new appearance, services and interesting features by mid April.

Please understand that, for the time being, I cannot answer specific requests. But all correspondence will be followed up as soon as possible. Please stay in contact and keep your CEFE engagement and interest alive.

Todos vocês já devem ter recebido através de e-mail as informações sobre o súbito falecimento de  Rainer Kolshorn, criador do CEFE e Diretor do CEFE Internacional, no último dia 6 de janeiro de 2008.

Deixe-me agradecer pela surpreendente resposta e simpatia que tantos de vocês manifestaram nas últimas semanas, demonstrando o continuado interesse no CEFE, e o profundo apreço pela enorme contribuição que deu Rainer ao nosso Mundo através de seu magnífico trabalho.

Com a ajuda de amigos, estou em negociação com a GTZ para definir sobre o futuro status e termos para a gestão do CEFE Internacional – o que me parece muito promissor. O CEFE Internacional retornará com uma nova identidade visual, novos serviços e outras novidades interessantes a mediados de abril.

Por favor, solicito sua amável compreensão, pois não tenho conseguido responder de imediato todas as solicitações que chegaram, mas todas correspondências serão processadas tão prontamente quanto possível.  Por favor, mantenha o contato e conserve seu interesse e compromisso com CEFE vivos.

Vous étiez tous informés sur la mort subite du créateur de CEFE et Directeur de « CEFE International », Rainer Kolshorn, le 6 Janvier 2008.

Je vous remercie de toutes vos réponses et la sympathie que vous avez démontré les dernières semaines. Ceci prouve votre intérêt continu et votre appréciation pour le travail qui Rainer a contribué à notre monde.

Avec l’appui des amis, je suis en train de négocier avec la GTZ concernant le futur statut et les termes de management. Et, il y a du progrès. CEFE International sera de retour vers mi-Avril avec une nouvelle apparance, des services et des sujets intéressants.

Comprenez que pour l’instant je ne suis pas en mesure de répondre à vos demandes spécifiques. Mais je ferais tous à ce que la correspondance sera suivie le plus tôt possible. Je vous prie de rester en contact, et conservez votre engagement et votre intérêt pour CEFE.

September 26, 2007: WB publishes 'Doing Business in 2008' Report ...
... Thanks to reforms of business regulation, more businesses are starting up, finds Doing Business 2008 - the fifth in an annual report series issued by the World Bank and IFC. Countries in Eastern Europe and the former Soviet Union reformed the most in 2006/07 - along with a large group of emerging markets, including China and India. This year Egypt tops the list of reformers that are making it easier to do business. Egypt greatly improved its position in the global rankings on the ease of doing business, with reforms in five of the 10 areas studied by the report. And for the second year running, Singapore tops the aggregate rankings on the ease of doing business. In all, 200 reforms - in 98 economies - were introduced between April 2006 and June 2007. Doing Business 2008 ranks 178 economies on the ease of doing business. September 15, 2007: IADB Excellence Award 2007 for CEFE NGO in Peru ...

The Colectivo INTEGRAL de Desarollo (CID) will receive the Excellence Award for Business Development Services 2007 of the Interamerican Development Bank (IADB) that will be handed over on 4th of October during the Microenterprise Forum of the IADB. This prize is the most important award that IADB every year grants to the best organizations promoting entrepreneurs and microenterprises. Without any doubt this is a recognition of 15 years of work with and effort for young people in the promotion of business creation during which CID has sensitized more than 40.000 young people in enterprising culture and promoted the creation of more than 4.000 businesses. In this context, there is a danger that LDCs will be increasingly marginalized if they do not enhance the knowledge content of their economies and achieve economic diversification through learning and innovation. The Report shows that the current pattern of technology flows to LDCs through international trade, foreign direct investment and intellectual property licensing does not contribute to narrowing the knowledge divide. Sustained economic growth and poverty reduction are not likely to take place in countries where viable economic re-specialization would remain impossible in the absence of significant progress in technological learning and innovation capacity-building. LEAP’s input consisted in providing the seed money to the schools, conducting three introductory sessions (1. brainstorm on possible micro-project ideas, 4 P Marketing Mix; 2. accounting exercise; 3. loan handout and start-up advice to students) and one advice- and follow-up session the first week after loans had been handed out. A wrap-up and lessons-learned session was held on the last day of the exercise after the loans had been reimbursed including interest.

August 12, 2007: US$ 7.26 million for a program for small enterprises business plan competitions  ...
... in Bolivia, Chile, Colombia, Ecuador, Peru and Venezuela. Last week the Inter-American Development Bank’s Multilateral Investment Fund announced the approval of a US$4.4 million grant for this program. The project will be executed by TechnoServe, an organization that supports and stimulates entrepreneurs. The non-profit will provide US$2,860,000 in counterpart financing to the initiative. The methodology to be utilized in this new program covers the entire cycle of business and entrepreneurship development and is structured in three phases: preparation and design, competitions (including capture of business ideas, training and business plan preparation, and selection and reward) and technical assistance to winning business plans to support launch and implementation.

July 26, 2007: Greetings from Fiji  ...
... In 2003 CEFE was fully introduced to the Fiji Islands. On the request of the National Centre for Small and Micro Enterprises (NCSMED) a first CEFE TOT was conducted. Soon afterwards NCSMED started with their first CEFE New Business Creation Courses. NCSMED tells us that they are finding CEFE very useful and effective. Until the 2nd Quarter of 2007 they have trained a total of 888 people in 83 workshops, 401 businesses have been set up so far with a total of 1144 new jobs created, they report. Their success rate thus stands at 45% of total trainees and we wonder what the others are now doing with their newly acquired competencies. This is a respectable performance for a government institution in a country which is ranked in the newest World Bank Reports as number 55 (with 175 countries listed) when it comes to the ease of starting a business and at place 31 for doing business in general. Regarding good governance we can find Fiji in the lower middle ranks of the Pacific Island countries, but far better on the control of corruption. NCSMED is now organising a second TOT to enlarge the pool of CEFE trainers.

The report, Governance Matters, 2007: Worldwide Governance Indicators 1996-2006, launched on 10th of July by the World Bank Institute and the World Bank Development Economics Vice-presidency, shows that a number of countries are making progress in improving governance and fighting corruption. This is encouraging given that good governance and corruption control are fundamental for long-term growth and reducing poverty. ... It is quite interesting to see that many of our colleagues are working in environments which offer the most severe obstacles for entrepreneurs. According to the Global Competitiveness Report 2006 CEFE is being implemented only in three among the 25 top scoring countries, while 17 out of the 25 worst places are heavily involved in the CEFE type of entrepreneurship development.
