Cologne, 18th of July 2008
Dear CEFE friends,
as you all know, CEFE
has a more than 25 years old history. In a very innovative step, GTZ as the
main enabling organisation outsourced CEFE in 2003 to Rainer Kolshorn,
creator and “father” of CEFE. This contract has now been transferred to me.
I am proud of the honour and aware of my responsibility.
CEFE shall continue as
it was and undergo some innovations, to make it more attractive for you and
fit for the challenges of entrepreneurship development in the 3rd
millennium. Changes will include: new website, innovative shop, new manuals
/ exercises, and many more.
I have made little
workshops about strategic CEFE development with Cefistas in different parts
of the world and will meet some of the CEFE chief trainers during next
months. And I want your opinion as well! You could right now help us in
developing a strategy for CEFE’s future by participating in a little survey.
Simply open the following link -
CEFE survey- and answer the questions. It takes you about 15 minutes
only – a little step for you, one giant leap for CEFE.
Best regards and keep
CEFE going!

Caros amigos do CEFE,
do 3°
milênio. As mudanças incluirão: novo website, loja inovadora, novos
manuais/exercícios, e muito mais.
Tenho feito pequenas
CEFE inquérito – e responder as perguntas. Isto tomará somente
aproximadamente 15 minutos do seu tempo - um pequeno passo para
você, um pulo gigante para o CEFE.
Um grande abraço e vamos
manter o CEFE caminhando!

... The World Bank Group Entrepreneurship Survey continues to extend our knowledge of the importance of entrepreneurship for a dynamic economy. In its second year, with more countries participating, the survey again shows a strong relationship between entrepreneurship, the business environment, and governance. New data shed light on how the distribution of businesses among sectors varies by level of development. And analysis of new data on business registration suggests that automation can greatly reduce the barriers to starting a business. This finding makes a strong case for pursuing e-government initiatives to spur entrepreneurship.

to reforms of business regulation, more businesses are starting up,
finds Doing Business 2008 - the fifth in an annual report series
issued by the World Bank and IFC. Countries in Eastern Europe and
the former Soviet Union reformed the most in 2006/07 - along with a
large group of emerging markets, including China and India. This
year Egypt tops the list of reformers that are making it easier to
do business. Egypt greatly improved its position in the global
rankings on the ease of doing business, with reforms in five of the
10 areas studied by the report. And for the second year running,
Singapore tops the aggregate rankings on the ease of doing business.
In all, 200 reforms - in 98 economies - were introduced between
April 2006 and June 2007. Doing Business 2008 ranks 178 economies on
the ease of doing business. Good background material for CEFE

that will be handed over on 4th of
October during the Microenterprise Forum of the IADB. This prize is
the most important award that IADB every year grants to the best

Without any doubt this is a recognition of 15 years of work with and
effort for young people in the promotion of business creation during
which CID has sensitized more than 40.000 young people in
enterprising culture and promoted the creation of more than 4.000
businesses. For IADB this CEFE NGO therefore is the best support
programme of young entrepreneurs in Latin America, “a distinction
that as Peruvians we are proud of and that we want to share with all
those who in one way or the other have supported and encouraged us
in these years”, the CID says.

is becoming more and more important in the global sphere of

LDCs will be increasingly marginalized if they do not enhance the

diversification through learning and innovation. The Report shows
that the current pattern of technology flows to LDCs through
international trade, foreign direct investment and intellectual
property licensing does not contribute to narrowing the knowledge
divide. Sustained economic growth and poverty reduction are not
likely to take place in countries where viable economic
re-specialization would remain impossible in the absence of
significant progress in technological learning and innovation

Entrepreneurial
Opportunity ...
|
... Formation. One
view of entrepreneurial opportunities is that they exist,
independent of entrepreneurial actions, just waiting to be
discovered and exploited by unusually alert individuals. In
this view, entrepreneurial opportunities are like lost luggage in a
train station; they exist, just waiting to be claimed by alert
individuals who know of their existence. There is, however, another
view about how entrepreneurial opportunities are formed and
exploited. In this view, opportunities do not exist, just
waiting to be discovered. Far from being
“lost luggage in a train station waiting to be claimed,” in this
perspective, entrepreneurs may end up exploiting opportunities they
could not have initially conceived of and that did not exist until
they were created by entrepreneurial actions. Interesting
material for CEFE training from Sharon Alvarez, Jay B. Barney,
Fisher College of Business, The Ohio State University, which might
lead to adjustments in some marketing exercises and to a different or fine tuned processing.

CEFE TOT was conducted. Soon afterwards NCSMED started with their
first CEFE New Business
Creation Courses. NCSMED tells us that they are finding CEFE very
useful and effective. Until the 2nd Quarter of 2007 they
have trained a total of 888 people in 83 workshops, 401 businesses
have been set up so far with a total of 1144 new jobs created, they
report. Their success rate thus stands at 45% of total trainees and
we wonder what the others are now doing with their newly acquired
competencies. This is a respectable performance for a
government institution in a country which is ranked in the newest World Bank Reports
as number 55 (with 175 countries listed) when it comes
to the ease
of starting a business and at place 31 for doing business
in general. Regarding good governance we can find Fiji in the lower
middle ranks of the Pacific Island countries, but far better on the control of corruption.
NCSMED
is now organising a second TOT to enlarge the pool of CEFE trainers.

suffered from a thirty years civil war and the destructions caused
by the Tsunami on December 26, 2004. The joint efforts of the
government of Indonesia (GOI) and international donors have resulted
in a quick and comprehensive reconstruction; however, the economy
has not yet fully recovered. A key problem is the insufficient
economic dynamic of MSME, mainly caused by a lack of adequate
financial services and limited business skills. To undertake the
shift from emergency and recovery to sustainable development
orientation, the provision of assets will not be sufficient.
Sustainable financial and business development services will be
needed in order to promote the economy and increase competitiveness.
