Promoting
entrepreneurial behaviour in public schools A CEFE Case Study from Argentina, wriiten by (et alia) CEFE Member Eduardo

Malagamba Enterpreneurial education which is now touched by the public and formal system facilitates the contextualization of knowledge and its multidimensional and complex treatment as such. The educators who try to promote enterprising students, will have to be themselves educational entrepreneurs and will have to be part of an enterprising institution. The pilot experience developed in twenty state schools of Patagonia in Argentina, confirms that on the basis of the principles and tools of the CEFE methodology, it is possible to promote a change in the style of education of the educators/teachers, of traditional education to enterprising education and to facilitate individual processes, institutional and social generators of productive wealth. Different authors, in different parts of the world, and from different disciplines give account of the importance and the necessity to promote an enterprising culture in society. The entrepreneur is first of all a person integrated in a community, who develops the capacity and assumes the risk of flying without having wings, using his perception, restlessness and imagination to create and to innovate critically in a problematic situation. He is a being moved by the taste to assume new challenges, in a permanent search of new opportunities and it jeopardize with his community. For us all should be enterprising but not all have to be entrepreneurs. We speak of an enterprising culture, because to produce a change in the economic, social and ecological situation, we need enterprising social actors, like professors, professionals, college students, technicians, public employees and need enterprising organizations and institutions: schools, training centres, mass media, public organisms, and companies. Some countries like Canada, Australia, Scotland, Finland, recognizing the value of this culture, have been developing strategies of promoting enterprising behavior for more than 10 years, approaching the formal system of education, according to the cases, at different levels beyond the obligatory education. Starting from this vision and conformed after several years of working with vulnerable groups in the nonformal sector of education we seted out to try it in public schools in Patagonia, Argentina as part of the obligatory curricula. To do this successfully we already had experienced the flexibility of the method CEFE developed and introduced in more than 130 countries. At the end of year 2004 we organized an encounter to evaluate the process, where supervisors, directors, educational students of the schools that participated in the project, met. The heart of the education system (the students) said: we put sights to the future, we felt more commitment and more responsibility, we learned to look for information by our own means, we extended our possibilities of having work, and we could express and defend our positions. The supervisors and directors concluded on the experience made, that the same one had singular and very valuable aspects so that they appreciated it as useful and excellent to improve the educative quality from a humanist and transforming perspective; that it causes a change of attitude, deepening solidarity, social commitment, responsibility, individual and collective growth, by means of stimulating enterprising behavior of the involved actors. I have developed a 5 days Basic Accounting Course for Non-Accountants with
my husband who is a practicing accountant and tax agent. I have piloted the
course in 3 trainings with my husband as the second resource personnel.
Pilot training was conducted to 27 south pacific women at the Secretariat of
the Pacific Community [SPC] Community Education Training Centre in I
developed this course seeing the training need from those that have
undergone the CEFE NBC and have started their business. They required
training on basic financial management skills [cash flow planning] and of
course, the need to keep source documents so they can keep proper financial
records of their business operations and setting up their internal control
system & record keeping system. Tax and other regulatory issues was also
covered, educating them on the need to register their business for tax
purposes etc. and how to fill in their business or individual tax returns.
Many of the participants have been operating their business for 5 – 10
years but have not seen any real improvements. They have been operating at
one level, rather than stepping up and many of them attributed this to their
lack of financial discipline, not separating them from the business and
paying themselves a wage, and of course, no
records kept of their financial transactions, so no financial statement ever
produced to reflect their financial position and profitability. We
plan to follow up those that we have trained to actually inspect their
operation on site and to assess and improve their accounting system. We will
be working with the Ministry of Tourism on this, as they had requested for
the training and had also funded the two workshops. So my husband and I have seen the opportunity for our services, and this has resulted in my joining my husband to strengthen our consultancy. Promoviendo
el comportamiento emprendedor en escuelas públicas Un CEFE estudio de caso desde Argentina por (et alia) CEFE Miembro Eduardo

Malagamba La educación emprendedora abordada desde el sistema público y formal facilita la contextualización de los conocimientos y el tratamiento multidimensional y complejo de los mismos. Los docentes que pretendan promover alumnos emprendedores, deberán ser ellos mismos docentes emprendedores y deberán hacer parte de una institución emprendedora. La experiencia piloto desarrollada en veinte escuelas públicas de la Patagonia Argentina, confirma que en base a los principios y herramientas de la metodología CEFE, es posible promover un cambio en el estilo de enseñanza de los docentes: de la enseñanza tradicional a la enseñanza emprendedora y facilitar de esta forma procesos individuales, institucionales y sociales generadores de riqueza productiva. Distintos autores, en distintas partes del mundo, y desde distintas disciplinas dan cuenta de la importancia y de la necesidad de promover una cultura emprendedora en la sociedad. El emprendedor es ante todo una persona integrada a una comunidad, que desarrolla la capacidad y asume el riesgo de volar sin tener alas, usando su percepción, inquietudes e imaginación para crear e innovar ante una situación problematizada críticamente. Es un ser movido por el gusto de asumir nuevos desafíos, en una permanente búsqueda de nuevas oportunidades y comprometido con su comunidad. Para nosotros todo empresario debiera ser emprendedor pero no todo emprendedor debe ser empresario. Hablamos de una cultura emprendedora, porque para producir un cambio en la situación económica, social y ecológica de Latinoamérica, necesitamos actores sociales emprendedores, como profesores, profesionales, universitarios, técnicos, empleados públicos y necesitamos organizaciones, instituciones emprendedoras: escuelas, centros de formación, medios de comunicación, organismos públicos, empresas. Algunos países como Canadá, Australia, Escocia, Finlandia, reconociendo el valor de esta cultura, han desarrollado estrategias de promoción del comportamiento emprendedor abordando el sistema formal de educación, según los casos, en distintos niveles de la educación obligatoria desde hace más de 10 años. En Latinoamérica la mayoría de las experiencias se concentran en los niveles terciarios o universitarios. Desde esta visión, conformada luego de varios años de trabajo con grupos vulnerables en el sector no formal de educación nos propusimos intentarlo en la escuela, como parte del currículo obligatorio. Para ese entonces ya habíamos experimentado la flexibilidad del método CEFE desarrollado e introducido en mas de 130 países. Al finalizar el año 2004 organizamos un encuentro de evaluación del proceso, en el que se reunieron supervisores, directores, docentes y alumnos de las escuelas que participaron del proyecto. El corazón del sistema educativo (los alumnos) dijo: pudimos mirar al futuro, nos sentimos con más compromiso y con más responsabilidad, aprendimos a buscar información por nuestros propios medios, ampliamos nuestras posibilidades de tener trabajo, y pudimos expresarnos y defender nuestras posturas. El hígado (los supervisores, los directores y los docentes) concluyó sobre la experiencia realizada ..que la misma tiene aspectos singulares y tan valiosos que la convierten en útil y relevante para mejorar la calidad educativa desde una perspectiva humanista y transformadora; que provoca un cambio de actitud, profundizando la solidaridad, el compromiso social, la responsabilidad, el crecimiento individual y colectivo, mediante el estímulo del comportamiento emprendedor de los actores involucrados.

desarrollado un curso básico de contabilidad de 5 días para los
No-Contables con mi marido que es contable y un agente practicante de
impuestos. He pilotado el curso en 3 entrenamientos con mi marido como el
segundo personal de recurso. El entrenamiento piloto fue conducido con 27
mujeres pacíficas del sur en la secretaría del Centro de Entrenamiento Pacífico
de Educación de la Comunidad en Suva, y dos entrenamientos experimentales
fueron conducidos hace dos semanas con 67 operadores indígenas existentes
del eco-turismo de Fijis. ¡El feedback era grande! Condujimos el
entrenamiento en el idioma de Fiji como el grupo meta tiende para tener un
nivel de educación bajo, muchas de quién son dueños de recursos o dueños
de tierra. Desarrollé este curso observando la necesidad de entrenamiento de los que han experimentado el CEFE Curso de Creación de Negocios y han comenzado su negocio. Requirieron entrenamiento en habilidades de gerencia financiera básica (planeamiento del flujo de liquidez) y por supuesto, la necesidad de guardar documentos fuentes para guardar expedientes financieros apropiados de sus operaciones de negocio y crear su sistema de control interno y su sistema para guardar el registro. El impuesto y otras tópicos reguladoros también fueron cubiertos, educándolos en la necesidad de colocar su negocio para los propósitos del impuesto etc. y cómo completar su negocio o declaraciones de impuestos individuales. Muchos de los participantes han estado funcionando su negocio para 5 - 10 años pero no han considerado ningunas mejoras verdaderas. Han estado funcionando en un nivel, más bien que cresciendo y muchos de ellos atribuyeron esto a su carencia de disciplina financiera, no separándolos del negocio y no pagándose un salario, y por supuesto, ningunos expedientes guardados de sus transacciones financieras, así que ningún estado financiero fue producido para reflejar su posición financiera y lo beneficioso. Planeamos seguir los que hemos entrenado para examinar actualmente su operación en sitio y para determinar y para mejorar su plan contable. Trabajaremos con el Ministerio de Turismo en esto, como habían solicitado para el entrenamiento y también habían financiado los dos talleres. Tan mi marido y yo hemos visto la oportunidad para nuestros servicios, y esto ha dado lugar a mi ensamblar a mi marido para consolidar nuestra consulta.
